The governor's election is underway and the incumbent - Sheila Johnson - is on the sidelines. But rather then wallowing in sorry, she decides to get busy attempting to build the community that she wasn't able to while she was governor - a large, modern metropolitan community that is the envy of other state in the Upper Midwest. That said, every community has to start somewhere and today we lay the humble foundations of the community - Paradise Bay.

We'll master plan a roadway layout for the community and plan for and implement a number of services including passenger rail, police, fire, medial, death care, parks and elementary education. We'll also detail the community to make it feel more complete, including adding beaches to the shores, since we'll be using the Beach Properties DLC extensively throughout the city. We'll also call a bit of a mulligan on a rail project from the previous episode... Verde Beach flashbacks, anyone? And by the end, we'll have a community primed for rapid growth.
