11 new cases of locally transmitted COVID-19 infections have been recorded in Melbourne - including the two detected late yesterday in aged care.
Health authorities say all cases are linked to known outbreaks.
The prime minister calling on the state to reopen as soon as possible, and follow the lead of other jurisdictions in managing outbreaks.
