Harry brought back Cedric Diggory's body with him using the Portkey after his battle with the newly resurrected Voldemort. However, in every other instance, a person could only be transported if they touched a Portkey. Yet, the scene shows how Harry had grabbed the cup with one hand and Cedric's body with the other. Nevertheless, there could be a reason for this. When a wizard uses a Portkey, any object they are touching comes with them, including clothes, bags, and such. Therefore, since Cedric's body no longer had a soul, it was only an object, not a person.
