The European Commission President, Ursula von der Leyen, visited a migrant reception centre on the Italian island of Lampedusa on Sunday, after Italy’s Prime Minister called for EU help with small boat arrivals.
More than 8,000 migrants have arrived on the island over the past three days.
Giorgia Meloni has pledged tougher measures and is calling for a naval blockade of North Africa.
The problem could not be solved by Italy alone, Ms Meloni said, or“the borders, the frontier countries" but would soon involve all of the EU states.
Von der Leyen’s vow to crack down on migrant smuggling and help Italy to cope with the spike in arrivals as part of a 10-point plan appeared to stop short of a naval blockade.
On the same day, French politician Marine Le Pen joined Italian Deputy PM Matteo Salvini on stage at his campaign rally in Italy's Pontida amid a recent surge in migrant arrivals.
Speaking to thousands of supporters of the populist League Party, Le Pen said that she predicted "trouble."
Tensions have spiked on the island, as residents express impatience with the constant flow of migrants trying to reach Europe from North Africa, not just this week but for decades.
