Garcia v. San Antonio Metropolitan Transit Authority | 469 U.S. 528 (1985)
In the ever-raging battle between the Tenth Amendment and Congress’s Commerce Clause authority, the United States Supreme Court gave the Commerce Clause the high ground in the 1985 case of Garcia versus San Antonio Metropolitan Transit Authority.
Before 1976, the San Antonio Metro Transit Authority paid its state employees according to the federal Fair Labor Standards Act. Congress passed the act pursuant to its Commerce Clause authority, and regulated the wages, overtime pay, and hours of state government employees.
In 1976, however, the San Antonio Metro stopped paying its employees according to the federal standards because of the United States Supreme Court’s opinion in National League of Cities versus Usery. In that case, the Court held that the Tenth Amendment prohibited Congress from regulating the minimum-wage and overtime pay of state employees in areas of traditional governmental functions. However, the opinion failed to explain the difference between traditional government functions and nontraditional ones. The U.S. Department of Labor ruled that the San Antonio Metro, as a public mass transit system, did not provide a traditional government function and thus needed to meet the federal labor standards.
The San Antonio Metro challenged this ruling in the district court. Disagreeing with the Department of Labor, the district court found that state public mass transit systems serve traditional government functions and are not required to comply with the federal labor standards.
