The Build4People Ecocity Transition Lab took place at Phnom Penh City Hall from 01-06 March 2020.
The goal of the collaborative planning workshop was to create an understanding of the relevant local issues regarding implementing a sustainable neighbourhood. As a case study area, the local administration proposed a site within the dynamically growing Chbar Ampov District at the urban-rural edge in the Southeast of Phnom Penh.
The Build4People Ecocity Transition Lab was undertaken with active interaction of the international Build4People experts’ team with Phnom Penh Capital City Administration and other local experts, supported by students from Paññāsāstra University of Cambodia and from Norton University, Phnom Penh.
Derived from a joint workshop and hands-on-planning sessions, preliminary integrated planning concepts for the site were developed in a multidisciplinary teamwork process.
Inspired by the motto “Let the nature flow!”, that was conceived by one of the hands-on-planning working groups, due to the underlying wetland and landscape structure of the site, the so-called “Blue Green City” approach was established.
The plans illustrate the mutual integration of urban climate and green corridors, a water management strategy and mixed-use urban design. Special focus was given to stormwater management, protection from flooding, and wastewater management, which had been identified as major issues for and by the local community.
Furthermore, a new transport infrastructure and new functions for the Chbar Ampov district were considered. Innovative connections should be established to overcome the physical barriers between the gated boreys and existing neighbourhoods, which should be upgraded in the future. With the Ecocity Transition Lab, the synthesis of urban and rural structures and material flow systems should also be demonstrated.
An energy strategy, approaches for behavior change and proposals for the transformation of urban development processes, will foster the comprehensive sustainable urban development of the site in the Chbar Ampov district as an exemplary Ecocity demonstration project.
Finally, the Land Use Plan, Urban Structure Plan and related planning concepts shall serve as a starting point to further discuss and specifically develop an eco-town development within the Chbar Ampov district.
This will also serve to develop valid strategies and criteria for sustainable urban development in Phnom Penh in general.
The main facilitation of the Ecocity Transition Lab was carried out by Work Package #3 "Sustainable Neighbourhoods represented by EMP: Eble Messerschmidt Partner (CEO Rolf Messerschmidt, Oliver Lambrecht, Marcelo Rivera as Urban Designers and Architects) and Andreas von Zadow (Process Designer von Zadow International). This team has been supported by Phnom Penh Capital City Administration, the Build4People coordination of Dr. Michael Waibel and of the research associate Ravi Jayaweera, both University of Hamburg), the local coordinator Dr. Susanne Bodach and the Cambodian Institute of Urban Studies (CIUS) (Director Dr. Tep Makathy, research associate Tola Mach) as well as students from the Paññāsāstra University of Cambodia (PuC) and from Norton University.
