Baltimore County police say they have arrested and charged an off-duty state trooper in a road rage incident Sunday. According to police, the man driving near Trooper First Class Zachary Bowen, 28, of the 300 block of Leyton Road, on 695 on Sunday night says it's possible he accidentally cut the off-duty officer off, as he changed into the center lane.
