Admittedly I haven't tested these in wet conditions yet to see if they keep my feet dry, but my main concern was getting them on and off in a decent amount of time. If that was too hard, I'd never wear them.
It turns out they're fairly easy to get on and off albeit a slight struggle due to the latex elasticity. You just need to remember to roll them up your shin and remove your shoes first, rather than trying to remove them over your shoe.
