Delay: done by decaying velocities.
Chops: Chop the 808 note, then adjust the velocities from low to high. This creates a cool reverse effect on lower-pitched and higher-pitched notes.
If the 808 is not "hitting hard", then the 808 sample isn't the best and you need to add some color through distortion, drive, or saturation. There are many free ones.
