"By referring to the elections - which were clearly democratic, clearly marked by their smoothness and civic spirit, and I'm not the first to say it, several heads of state have said it on messages sent (to newly elected Brazilian President Luiz Inácio Lula da Silva) - and that means that the international community is certain that the same smoothness and democratic spirit that has marked the electoral process until now, will also mark it naturally, as usual, until the end, that is, until the elected president's swearing in ceremony."

7. SOUNDBITE (Portuguese) Jose Ramos Horta, President of East Timor:
"This is a new opportunity for Brazil to become again what it was during the golden period of President Lula. In these troubled times we are living through, we need leadership like Lula's, that can perhaps, together with other emerging countries and those developed, reactivate multilateralism, the dialogue of great powers, and soften this world crisis."

STORYLINE:
Portuguese President Marcelo Rebelo de Sousa on Monday congratulated the newly elected Brazilian President Luiz Inácio Lula da Silva on the smoothness of the recent elections in Brazil.
Rebelo de Sousa said he hopes for a smooth transition of power in line with the "democratic" and "civic spirit" that has marked the electoral process.
The comments followed a meeting with the East Timor President Jose Ramos Horta, who is on an official state visit to Portugal.
Ramos Horta also welcomed Lula's win and praised the new leadership as of special importance in the current times.
"This is a new opportunity for Brazil to become again what it was during the golden period of President Lula," he said.
Twenty years after first winning the Brazilian presidency, da Silva defeated incumbent Jair Bolsonaro Sunday in an extremely tight election that marked an about-face for the country after four years of far-right politics.
