STORYLINE:
Thousands of soldiers and policemen were on high alert across Kashmir as the troubled state prepared for critical legislative elections.
Kashmir, the mountainous flashpoint between India and Pakistan, has seen increasingly bloody attacks in recent weeks, as separatist Islamic militants opposed to the vote have stepped up their campaign to scare politicians and voters away from the polls.
On Sunday, suspected Islamic militants ambushed the well-guarded campaign convoy of the Kashmir tourism minister, a candidate in the elections, leaving two members of her security unit dead and three other people injured, police said.
On Monday Pramod Jain, Kashmir state's chief election officer said 11 militants were shot dead after attempting to cross the line of control.
He added that the election proceedings were under control, save for a few minor incidents.
But Kashmiri separatist groups were demonstrating in Srinagar on Monday as elections got underway.
The Jammu-Kashmir Liberation Front called the polls ""a farcical exercise aimed to mislead the world about the aspirations of the Kashmiri people."
Nearly all shops and businesses were closed in the Jammu and Kashmir summer capital in response to a call for a strike by the separatist alliance, All Parties Hurriyat Conference.
The Indian government is trying to convince Kashmiri voters and the international community that the elections are going to be free and fair, and in doing so, diminish the support for Islamic insurgents.
India says Pakistan is trying to sabotage the elections in Jammu-Kashmir by sending Islamic rebels to stage terror attacks and frighten voters.
