The Harbourage is the Elder Scrolls Online main story quest line. it is a single player story and unlocks the soul magic skill line . at level 5 you must complete the Cold harbour story line before unlocking the last Harborage quest.

Much like the fighter n mages guild story lines the Harborage is located in all 3 home alliance locations but can only ne done in your home alliance area. the story is however the same no matter what alliance you choice.
