I just invested in the new Zildjian L80 and silent stroke mesh heads from Remo. Here is a review.
+ price
+ look
+ feels close to real heads and cymbals
+ definitely quieter than normal kit
- cymbals are still loud (up to 100db)
- loses texture on the heads
- heads can be too bouncy
- not that quiet overall, and a lot of vibration
So far i am happy with them.

Drum riser:
- MDF 18mm thick about 0.90m x 1.50m (do bigger if you can)
- two 26" mountain bike innertubes
- gym foam mattress type to cover the surface
