The UK faces an unprecedented challenge in achieving its legally binding target of reducing emissions by 68% by 2030 and reaching Net Zero by 2050 while also tackling the cost of living crisis and revitalising regional economies. Mayors and local leaders are uniquely positioned to deliver integrated solutions that address these challenges simultaneously as they have a deep understanding of their communities' needs and the ability to drive change on the ground.
UK100 is the country's only cross-party network of local leaders committed to ambitious climate action. Alongside our 113 local and regional members, we are calling on all parties to put local climate action at the heart of their devolution agenda for the next government.
Key priorities for the next Government
Put climate action at the core of a devolution bill in the first King's Speech. This would include a legal duty for all local authorities and public bodies, making them jointly accountable for meeting climate targets and equipping them with the necessary powers and funding to enable delivery.
Reform local authority funding away from short-term competitive pots towards multi-year place-based grants to enable long-term planning, delivery and drawing in private investment.
Reform the planning system to support the delivery of Net Zero homes and local energy security by unlocking renewable energy infrastructure. Invest in a local-led nationwide energy efficiency drive to upgrade the UK's draughty homes, slashing emissions, cutting energy bills, and boosting jobs across the country.
Establish a cross-departmental Local Net Zero Delivery Authority, based in DESNZ, to coordinate delivery, define roles, provide feedback on spending mechanisms and ensure local authorities' statutory role in the transition.
Ensure successful community engagement in place-based climate programmes by supporting local authority-led deliberative processes and launching a national advice and information programme to support the transition.
Unlock local ambition
Empowering local authorities is vital to achieving the UK's climate ambitions in a way that is fast, cost-effective and fair. It will unlock regional economic opportunities, boost productivity, create good jobs, tackle fuel poverty and clean up our air.
The next government must harness the leadership and ambition of local government to grasp this economic opportunity. UK100 and our ambitious members stand ready to work in partnership with any MPs to deliver a healthier, more secure and prosperous future for all.
