Senegal parrots are semi-sexually dimorphic, meaning that you can make a fair, educated guess as to their gender based on their feather colors. The female's "vest" or V-shaped coloring on her chest goes down further than on a male.
I suspect that people who know parrots REALLY well can also guess based on their head shape. A flatter head leans towards a male parrot, a rounded head leans towards a female parrot. Of course, a male or female head shows in a mature parrot, meaning that you may only be able to see this in an adult parrot. And, it too is a guideline to devise an educated guess.
The only way to be certain is by doing a DNA test. DNA tests are easy to do. A sample of your parrot's feathers (with the folicle on the feather, which means it has to be plucked), blood or eggshell (for a new baby parrot) can be mailed in for gender determination.
Of course, the other guarantee, is an egg. If your parrot lays an egg, she's female for sure!
