A rash of mass shootings in California is highlighting the fact that even in states with strict gun control laws, gun violence can persist. But that doesn’t mean gun control measures aren't effective at reducing the rate of shootings, according to Michael Anestis, the executive director of the New Jersey Gun Violence Research Center.
