You don't need to buy an expensive Noise measurement instrument to be able to make noise. Our smartphones are so powerful that with a help an app, they'll be able to measure the noise level. The reason why I downloaded this app was because of the new air cooler that I bought which was very noisy. I think it's not just the volume of the noise that is important but also the type of noise. Some noises are very harsh and irritating even though not very loud.
