Mexico will never deny a foreign person the possibility to invest in Mexican territory; they just simply have to do it through a very particular legal procedure.
Foreign investors can acquire property on national territory just like a Mexican can, this can be done in most of the Mexican territory.
Riviera Maya doesn't work like most of the country for this matter because it is located in what is considered the restricted zone.
The restricted zone it's an area of 100 km from the border and 50 km from the coast of the Mexican territory, that means that Riviera Maya Mexico is located in the restricted Zone
So for a foreign person to be able to acquire property in Riviera Maya it will have to be done through a FIDEICOMISO which it's known as a Bank Trust. This legal procedure its done with a bank chosen by the foreign investor
This procedure has to be approved by the Mexican Secretary of Foreign Affairs.

And one of the main characteristics of this document is that it requires the foreign investor to renounce the rights of his or her country with respect to this property, so then he or she can be treated like any other Mexican buying property in Mexican territory.

Buying through a FIDEICOMISO will allow a foreign investor to use and do what he wants with the property as long is a legal use, just like any other Mexican person would
The length term of a fideicomiso is 50 years and it can be renewed.
Also it's important to point out that this bank trust or FIDEICOMISO acta as a will, because the foreign investor can name beneficiaries, so in case he or she passes away, the property will belong to the beneficiaries he or she named.
It is recommended for any investor that wants to buy property in the restricted zone to meet with a private lawyer or a notary lawyer to get more information about the costs and requirements to complete this procedure.
