In this first part I look at where South Africa was in 2007 in terms of its readiness to implement ICT in terms of teaching and learning in schools. South Africa was considered to be on the cusp to implement ICT despite some serious challenges. In 2016 these challenges were still being discussed in a Parliamentary Monitoring Group, issues related to connectivity, criminals targeting schools to steal devices and lack of funding to ensure effective roll-out.
