If you follow the instructions on pre-mixed bagged concrete you will see
that 1.5" in thickness is the minimum amount recommended for pouring
concrete. This is because if you make the concrete any thinner it is
likely to fail either from cracking or from shaling along the thin
edge. It is possible to make concrete (or mortar) which is able to be
applied much thinner than this but this would require the use of some
concrete admixture products such as plasticizer or latex / acrylic. You
can also buy topping mixes which are pre-blended high quality mortar
mixes made for extremely thin (overlay) work. These advanced mixes
allow for an edge as thin as 1/4" or even a zero (feather) edge. If you
tried to do this with regular concrete or mortar the concrete (mortar)
would surely fail.
