beginning at 4 p.m. on August 4th 2020 During Rush Hour Central Avenue in Albany New York USA became impossible to drive after tropical storm Isaias came through the area dumping between 4 and 7 in of rain across the state of New York in just a few hours. most of New York was spared from wind damage while Massachusetts and Vermont experienced lots of wind damage and loss of power. Central Avenue flooded because of an issue Downstream along with an undersized culvert. The undersized Culvert was sending water onto the roadway but it wouldn't go off the other side meaning something Downstream such as a beaver dam or looks like a dam reservoir full was possibly blocking it from leaving resulting in a waist deep flood stranding a few cars and also causing damage to a few nearby businesses that were under water and possibly damage to car's passing through that haven't yet noticed it. in this video we are watching a bunch of drivers passing through a flood a few getting stuck and the road crews blocking it off.
