I have only encountered this issue a few times—footnotes that don't want to import! Follow my journey of experiments until I reach a solution (some of my experiments might be YOUR solution!) With a mixture of file renaming, import options, and resaving from a word processor, I finally overcame! (Skip to 8:35 for MY final solution.)
