Dark colored spots on the stems of roses can be unsightly, but are they damaging? And should you prune them off? The answer should depend on the overall condition and health of your roses, and I suppose also on your own tolerance their appearance. The likely candidates are black spot & botrytis (both are common enough) but it also could be a number of other fungal diseases. The spots may appear red, purple, brown, or almost black - and can remain as small speckles or enlarge to blotches.
