A state of emergency was declared in New York on Friday as storms poured into the tristate area, flooding streets, homes and businesses. Heavy rainfall has been especially prevalent this year because of El Niño, a band of warm ocean water that develops in the Pacific Ocean. Deadly flash flooding has occurred this year in California, New England and Pennsylvania, among other areas.
