Staggered time attacks can be used with many fleet formations depending on the enemy. A standard fleet with 1 of each front row troop, 1 of each middle row and then full back row troops using this staggered technique can be used quite effectively to kill smaller cities with minimal losses.
Modify your fleet and include more front row when the enemy will most likely have more reinforcements or is generally more dangerous.
