In its resolution 2396 (2017), the Security Council requests the Committee, with the support of the Counter-Terrorism Committee Executive Directorate (CTED), to review the 2015 Madrid Guiding Principles in light of the evolving threat posed by Foreign Terrorist Fighters (FTFs), particularly FTF returnees, relocators and their families, and other principal gaps that may hinder States’ abilities to appropriately detect, interdict, and where possible, prosecute, rehabilitate and reintegrate FTF returnees and relocators and their families, as well as to continue to identify new good practices.
On 13 December 2018, at a special meeting of the Committee, held at United Nations Headquarters, New York, the participants reaffirmed the relevance of the 2015 Madrid Guiding Principles and contributed to the development of 17 additional guiding principles to assist Member States in their efforts to respond to the evolving FTF phenomenon.
