This can be done with the converter still in the pen, but it's easier to see what's happening with it out.

Basically after you fill it once, you hold the CON-40 upright and extend the piston slowly. It'll look like it's about to spill, but instead a bubble of ink will form at the top and then the ink will fall back down into the converter. You repeat until the ink's all the way down; after that you can get a full fill.
