In 1992, Nawaz Sharif and his aides had passed a resolution in the National Assembly to launch a military operation in Karachi in a bid to target the "72 big fish”. Although Operation Blue-Fox ended in 1994, miscreants and militants continued to wreak havoc in and around Karachi, some 30000 paramilitary troops consisting mostly of Sindh Rangers were continually deployed to keep the peace in the city which looked almost on the brink of anarchy.
