Since 2012 Catalina Diaz has been the Director of the Transitional Justice Unit at the Ministry of Justice. In this capacity, she has been the liaison of the Ministry of Justice at the peace negotiations between the Colombian Government and FARC in Havana and part of the Official Government Delegation.
This is the first time in world history that - in the framework of a peace negotiation to end an internal armed conflict - a comprehensive transitional justice system is agreed upon which specifically includes the creation of a domestic special jurisdiction to investigate and prosecute international crimes. How was this possible? What were the triggers? Is this a triumph of international human rights law?
