Firstly, draw anything that is not going to move, such as the background, but don't draw the moving parts yet. When you'll be done with the background, go to layer, video layers, new blank video layer. This will create a layer that looks like any other layer except for that little tape icon next to it. Just so you don't get lost, I suggest you to always name your layers. Now, let's open our timeline by going to window, timeline. An empty timeline will open at the bottom of the screen with two options, and for today, we will choose a video timeline since we are working with the video layer. Before we actually start animating, we need to change a few settings. First, we'll set the frame rate to 10 frames per second which is more than enough if you're starting out, and we'll also enable the onion skin, which will, later on, show you a frame before and a frame after of what you have drawn, which will help you with animating a lot. This red line indicates where in time are you located, so once you draw the first frame, move it a frame forward and draw a new frame and repeat this until you're done. You can see how onion skins are helping position my next frames. Once you want to roll your animation, click this play button and your animation will play. Drag this out point if you don't want to preview the whole animation or if you have some empty space at the end as I do. You can see the animation stopped where I set my out point and we can even make it loop by clicking this gear icon and ticking the "loop playback" option. You can animate multiple layers for more complex animations. Once you're happy with the animation, go to file, export, save for web and save it as an animated GIF here, and if you want your animation to be saved in mp4 format, go to file, export, render video.
