3 ways to do it: 1) Coriolis force to create a vacuum and suck up ocean water (at ang speed = 10^-10 *t^2, no way!!)'; 2) use electricity (you get $2400 per cubic mile of gold per $2.4 million in electrical costs); 3) use the centrifigal force and coriolis force (radial part) to draw water up.
