Sokos is the second cultist of the Gods of Aegean Sea, and his clue can be revealed by defeating Asterion.

The clue will point you to the Obsidian Island, and to force him out of hiding you must engage in a Conquest Battle for the Melos, and you will find him sailing around the region.
