During questioning by Rep. Jerry Nadler, D-N.Y., former special counsel Robert Mueller said his report did not fully exonerate President Donald Trump.

Mueller started testifying publicly Wednesday before the House Judiciary Committee beginning at 8:30 a.m. ET. He's then set to testify before the House Intelligence Committee starting at about 12 p.m. ET.
