This cutscene is where the sole survivor of a 9 man UFE squad surrender himself to Max after his squad got annihilated. You have the option to execute or spare the soldier. Sparing him after reloading the checkpoint 17, will have Max quote the one in the video.

There is my headcanon where this UFE soldier is Pedro from Koe no Katachi, weird right? 2 separate franchise and completely different tone and I tied them together.
