Election Day has the best stealth bonus (+20%), but a tiny base XP reward of 8,000. That can be increased to 14,000 by waiting a whole 5 minutes, but that's way too long even for solo stealth.
There is a common bug that increases the XP reward to 18,000 without needing to wait at all - and this video explains everything about that.
Furthermore, since Update 235, you can secure 6 money for an extra 3,000 base XP, and 7 gold for an extra 7,000 base XP, making the new total base XP a whole 28,000 XP.
