An European Union Election Observation Mission (EU EOM), led by EU EOM Chief Observer, Fabio Massimo Castaldo, a Member of the European Parliament from Italy, was invited by the government of Zimbabwe to observe the 2023 Harmonised Elections held on 23 August 2023. Based on its methodology of long-term, independent and impartial observation, and bound by a strict code of conduct, first members of the EU EOM arrived in Zimbabwe on 8 July 2023. In total the mission comprised 150 observers from all 27 EU member states, Canada, Norway and Switzerland deployed across the country to assess the whole electoral process against international commitments for democratic elections as well as the laws of Zimbabwe. A delegation of the European Parliament, headed by Andreas Schieder, a MEP from Austria, also joined the mission. On election day, observers visited over 508 polling stations in all 10 provinces of Zimbabwe to observe voting, counting and collation of results. The mission adhered strictly to its principle of non-interference. The European Union Election Observation Mission to Zimbabwe, published its final report on 17 November 2023. This report offers a set of key recommendations to improve future electoral processes.
