The fact that she's a royal, so it means she's blessed by mana and maybe her past ancestors are Wizard Kings and Queens. My point is, maybe Acier Silva and Julius Navachrono are both candidates to be the next Wizard King at that time that's why Lucius told Vanica to kill Acier Silva. In chapter 296 of the manga Vanica went to Clover Kingdom because "she heard rumors about the strongest woman out there". They fought and after that Vanica wins and eventually Acier died due to curse of Megicula. The question is where did she heard rumors about Acier Silva and how did she entered Clover Kingdom easily? Unless there's one person in Clover Kingdom who told her that info and that is no other than his brother Lucius Zogratis. He ordered Vanica to kill Acier so that he can be the next Wizard King.
And also I believe Lucius Zogratis is the one who killed Zora's father. It says that Zara Edeale was died on a mission but I refused to believe that.
