Captions and subtitles are NOT the same thing.

There is a distinct difference.

Captions are accessibility for deaf people.

Subtitles are translation for hearing people.

Subtitles are NOT accessible to deaf people.

Therefore, subtitles are NOT deaf-friendly.

It's like saying that the building is accessible to wheelchair users as it has elevators but it doesn't have ramps for stairs. Therefore the building is not accessible due to the lack of ramps. Elevators are designed primarily for non-disabled. Ramps are designed primarily for wheelchair users. They benefit others. But if there are no ramps, elevators are useless as wheelchair users cannot get into the building. Even not all elevators are accessible to wheelchair users if they are too narrow for them to get into.

Same for captions vs subtitles. Subtitles are useless for deaf people if they don't have important accessibility elements.
