Something as simple as getting the mail means grabbing a coat, rainboots, and treading through flood water for Della Parsley. The flooding comes from the San Joaquin River, which is just feet away from the properties on Haven Acres Mobile Home Park in Lathrop. Parsley’s home, and roughly 27 other properties on-site, have been surrounded by water for days. In some parts, the water was deeper than in others.
