If your ford radio says locked then the EEPROM is corrupted. Its not the same as WAIT or LOCKED 10 or LOCKED 13 which can be easily done in seconds with software freely available on the net.
Holding 1and 6 wont reset it neither will any manual procedure as it needs special software and an eeprom rewrite which to be honest is just not worth it for a radio of very low value
