Flood-hit communities in Victoria's north say their recovery is being slowed down by a complicated process to apply for disaster funding.

Sky News can reveal the state's Premier, Daniel Andrews, has written to Prime Minister Anthony Albanese asking him to ease the rules as residents and businesses struggle to bounce back.
