Thousands of questionnaires will be sent around the world to passengers from the Ruby Princess cruise ship as part of the ongoing police criminal negligence investigation.
Authorities are appealing to anyone who was on board the ship during its last two voyages who might have information to come forward.
At least 600 passengers from the ship have become infected with the coronavirus as well as 20 deaths.
NSW Police Commissioner Mick Fuller said he was hopeful the ship would leave south-Sydney on Sunday but was seeking health and medical advice over the decision.
