On October 10, the Wisconsin State Assembly held a floor session on Assembly Resolution 12 which makes rule changes to accommodate members with disabilities and includes changes to veto override votes, time limits for debate, break session restrictions, and allowing a "call of Assembly" order requiring members to return to chamber. Rep. Mark Spreitzer (D-Beloit) moved to make a substitute amendment that would separate voting on accommodation rules from the other rules because, "[the additional] would dramatically expand the power of the speaker, the power of the majority, and erode the power of our duly elected governor, and the balance of power in this state." Assembly Majority Leader Rep. Jim Steineke (R-Kaukauna) argued that these rules assure, "that we accommodate people's requests, that we can get through the business of the day faster, and if somebody has to leave for whatever reason or we bump up against timeframes, if we have to sacrifice anything, it's debate on resolutions."
