A Minnesota state patrol trooper was charged Wednesday with three criminal counts in the fatal shooting of Ricky Cobb II during a traffic stop in Minneapolis last July, the Hennepin County Attorney’s Office said. Londregan is the first law enforcement officer Moriarty, who was elected in 2022, has charged in an on-duty shooting, according to The New York Times. In the early hours of July 31, Cobb was pulled over by three state troopers on Interstate 94 because his tail lights were off. During the stop, authorities determined he had a felony warrant for violating a domestic violence no-contact order in neighboring Ramsey County. Cobb allegedly attempted to flee and Londregan fired two shots. Cobb died on the scene after a brief pursuit. Video footage of the shooting was released on Aug. 1, resulting in public outcry and his family’s calls for the officers to be charged and fired. The Minnesota Bureau of Criminal Apprehension, which investigates police shootings, told the Hennepin County Attorney’s Office in September that some state patrol employees “refused to cooperate” with the investigation.
