Briefly, in a regular fuel tank, fuel can move around the tank, and under particular conditions, fuel can move away from the fuel pickup entirely causing big problems. Surge Tanks are used to eliminate fuel surge (fuel starvation) when the vehicle is under heavy braking, acceleration and cornering.
