In the aftermath of Iraq's annexation of Kuwait, many countries demanded that action needed to be taken against Saddam Hussein. However, after the invasion of Panama just two years before, the American public wouldn't lend their support for another war. Therefore, to convince the masses and sway public opinion in favor of the war, the US government, with the financial support of the exiled-Kuwaiti government officials, contacted a PR firm for this purpose.
Hill & Knowlton firm initially tried strategies such as organizing public protests, presenting fictitious letters from prison in Kuwait demanding an UN-backed intervention and lobbying in the US senate. However, after a while, it became clear that something more convincing was needed. So the firm hired a 15-years old Kuwaiti girl Nayyirah-al-Sabah and presented her in front of the US senate committee for human rights. Nayyirah claimed that she was a volunteer nurse at a Kuwaiti hospital alongside 15 other women. She added that during her volunteer service, one-day Iraqi soldiers barged in and forcibly took all the incubators leaving 312 newly-born babies to die on the floor. Her testimony proved critical; the US public and senators gave the much-needed for the invasion of Iraq.
It was discovered later that the testimony was fabricated and that it was staged by Hill & Knowlton to find an excuse for war. Narriyah-al-Sabah turned out to be the daughter of the then Kuwaiti ambassador to the US. Journalists working on the case also found that Iraqi soldiers never went to the hospital mentioned in her testimony. The incubators were also counted, and it was established that all but two incubators were there. Nayyirah's identity disclosure and evidence on the ground debunked her story, and it became clear that the entire incubator fiasco was nothing but a facade to go to war.
