In September 1931 Gandhi was invited to review the plight of the Lancashire Cotton Mills and their workers. The claim was that the Indian boycott of English cotton goods was the cause of the idling of the mill workers. In truth it was because of the world economic slump following the 1929 Wall Street Crash. In a speech to the Unions, the mill owners and the Press, Gandhi said the Indian handloom weavers actions were the cause of about 15% of Lancashire's problem. He also looked at the workers' cottages and conditions, and he said "they have no idea what real poverty is".
