He stopped short of making an immediate declaration of independence and asked the Catalan government in Barcelona to suspend the effect of the disputed referendum so talks could begin.

His speech would have certainly disappointed thousands of pro-independence supporters gathered outside, who were hoping for the assembly to adopt a unilateral proclamation of independence.
But Puigdemont has also been under intense pressure from pro-Spain activists, the central government and neighboring countries, namely France and Germany.
Madrid criticized the Catalan leader's latest statement, saying it's unacceptable to make a tacit declaration of independence to then suspend it in an explicit manner.
Spanish Prime Minister Mariano Rajoy is slated to hold a government meeting on Wednesday to decide the next steps over the Catalonia issue.
