Housing and building code enforcement helps local governments maximize limited resources and address the harmful impacts of VAD properties on residents and neighborhoods. Developing a strategic code enforcement program requires understanding not just the available tools, but which tool is most likely to compel compliance given the circumstances of each property, owner, and neighborhood housing market. This session will outline the elements of a strategic code enforcement program, including regulation, policy, as well as compliance incentives and noncompliance penalties. We will also cover how to collaborate with public, private, and community partners to ensure equitable enforcement outcomes that prioritize the health and safety of existing residents.
