One of the aims of ITU Telecom World 2011 is to promote new ideas for public private partnerships. The Russian government partnered with the country's operators to roll out mobile coverage in Siberia, and as a result the area is attracting more people -- an example of the importance of ICT to create a sense of security, to connect people no matter where they are.
